CONTEXT
The COVID-19 outbreak rst reported in the Peoples Republic of China in late 2019 was declared a pandemic by the World Health Organisa-
on (WHO) on 11 March 2020. As of 18 October, approximately 39,945,000 conrmed cases had been reported in 213 countries, areas or
territories according to WHO and the neighboring country Dominican Republic already reported that 121,667 individuals tested posive to
the virus with 2,203 who have died from the disease. On 20 March, the rst two cases were conrmed in Hai and the country remains at
high risk of rapid contagion given the weak health system, the proximity and porous border with the Dominican Republic and the limited
external connecons now possible. In response, the Government of Hai has communicated many important instrucons to minimize the
spread of the disease, parcularly: closure of schools and factories, closure of airports and ports to passengers, banning of meengs of more
than 10 people, naonwide curfew between 20:00 and 5:00 and plea for social distancing guidelines to be respected. Some of these re-
stricons were lied or modied by the Haian government as of 30 June 2020. At present, 8,979 cases of infecon, 231 deaths and 7,303
recoveries have been conrmed in Hai.
IOM has adapted its ongoing Displacement Tracking Matrix (DTM) iniave along the Hai–Dominican Republic border to support the ongo-
ing preparedness and response. The Flow Monitoring iniave is being carried out in 50 Border Crossing Points between Hai and the Do-
minican Republic: 46 unocial points and 4 ocial points in collaboraon with the Support Group for the Repatriated and Refugees (GARR
in French), Jesuit Services to Migrants (SJM in French) and Jano Siksè Border Network (RFJS in Haian Creole).

REPATRIATIONS
The migraon of Haians remains one of the most complex and challenging in the region. It is esmated that there are more than 1.2
million Haian migrants across the world (MPI 2017), mostly in the United States of America, Canada, France, the Bahamas and the Do-
minican Republic, among others. Hai also remains highly exposed to natural disasters such as earthquakes and hurricanes. Adding to
these challenges, the countrys connuous socio-economic issues caused by polical turmoil have consistently caused instability, wide-
spread poverty, risks of epidemies among others. These factors combined contribute to exacerbate the countrys vulnerability, thus di-
rectly driving irregular migraon ows.
In line with this, IOM is monitoring other movements and migratory ows outside of Hai, parcularly those observed towards northern
countries such as the Bahamas, Turks and Caicos and the United States of America. Indeed, as increased movements and repatriaons of
Haian migrants from the Northern part of Hai (Nord-Ouest, Nord and Nord-Est) have been observed for the beer part of 2019 and
early 2020, IOMs ow monitoring teams will connue to track all trends that may also aect movements toward the Dominican Repub-
lic.
In this context, Coast Guardrefers to migrants apprehended at sea in the Bahamas, Turks and Caicos and the United States and repatriated by the Coast Guard.

While repatriaons were halted in light of COVID-19 restricons, they have resumed in June. A total of 972 of Haian migrants were
repatriated to Hai between 1 June to 18 October.

REPORT 1—MAIN RESULTS
Changes in mobility of acve phone numbers have been observed, parcularly:
Reducon have been observed in the number of daily visitors to densely populated centers (city centers, town centers and main border
crossing points) aer 20 March.
No signicant changes were observed in most regions, however slight increases were observed in residenal and sparsely populated
regions.
In addion, countrywide mobility had also reduced as a reducon of the number of localies visited on average per mobile phone user
has also been observed aer 20 March.
FLOWMINDER—INTERNAL DISPLACEMENT
To further complement the displacement informaon captured by the Flow Monitoring iniave, IOM Hai has partnered with the interna-
onal Non-prot Organizaon Flowminder, to further understand the mobility within the country following COVID-19. Flowminder uses and
analyses anonymized and aggregated data from one of the Mobile Network Operators in HaiDigicel—to comprehend mobility paerns of
populaons in order to support decision making in crises situaon such as the COVID-19 pandemic.
Given that large-scale changes in mobility are both a cause and an eect of the pandemic, Flowminder analyzes the eect of populaons
mobility on the speed and paerns of the epidemic. Moreover, the data collected through Mobile Network Operators will assess how gov-
ernment intervenons such as travel restricons, curfews, closure of public places, banning of gatherings among others, as well as how so-
cial and economic shis caused by the epidemic aect mobility paerns and alter distribuons of populaons.

REPORT 2—MAIN RESULTS
Changes in visitor numbers have been observed from 20 March
to 30 April, parcularly:
Reducon of movements have been observed near border
crossing points and along the roads leading to the ocial
border crossing points of Ouanaminthe, Belladère and Mal-
passe. No reducon observed for Anse-a-Pitre.
A decrease has been observed in commercial districts while
users have increased in residenal and remote areas. These
trends may parally reect diminished visits to workplaces
as well as possible relocaons from urban to rural areas as
an increase in phone usage in rural areas has also been ob-
served.
Decreases observed and highlighted on the rst report remain
consistent in the second report.
